The foundry techniques are developed for classical chip applications. Most of the qubit research is carried out in research labs. Though some structures may look similar (especially for semiconductor spin qubits), the material and fabrication requirements are very different. But many of the CMOS technology and methodology can greatly help the development of qubits and quantum computers by leveraging the know-hows in a correct way.
