What are the consequences in a quantum computing context to not be able to implement phase gates?

If phase gates do not exist, we cannot achieve universal quantum computing. 

As you may recall, in order to perform any operation in quantum computing a basic set of quantum gates is needed, and phase gates are needed to complete it.
